As first reported by Reuters<\/em><\/a>, a dedicated team of engineers and cyber security workers would act as gatekeepers for US users\u2019 data and would likely not be under TikTok\u2019s supervision. <\/p>\n According to a report by BuzzFeed News<\/em><\/a>, the agreement is known internally at TikTok as \u201cProject Texas,\u201d a reference to Oracle\u2019s Austin, Texas headquarters. The company will put in place new controls that restrict access to US user data, which it will later recreate in Europe, BuzzFeed<\/em> reported. But BuzzFeed says it\u2019s still undecided how much access Chinese managers at the company will have to the data and the US-based team. <\/p>\n The stalled agreement, first announced under former President Trump, was put together after Trump ordered what amounted to a ban<\/a> on TikTok, citing concerns about US users\u2019 data being made available to the Chinese government. Oracle was to become a \u201ctrusted technology partner\u201d for TikTok in the US. In addition to Trump\u2019s order, the Committee on Foreign Investment in the US (CFIUS) formally ordered parent company ByteDance<\/a> to divest itself of operations in the US. <\/p>\n TikTok appealed both orders. A judge ruled in December 2020 that the Trump administration had overstepped its authority under the International Emergency Economic Powers Act (IEEPA) and granted TikTok a preliminary injunction. The deal appeared all but dead \u2014reportedly \u201cshelved indefinitely\u201d<\/a>\u2014 after President Biden took office.<\/p>\n Reuters <\/em>reported, citing sources, that Oracle would store all of TikTok\u2019s US users\u2019 data on its servers as part of the proposed agreement. It\u2019s not clear how such an agreement would affect the prior CFIUS order, however. <\/p>\n
